Make a copy of your Steam MW3, so you have 2 installs of the game. (1 for steam 1 for Tekno) In the copied steam MW3 folder (for tekno) delete all files Expect MAIN MILES and ZONE folders. Next download the latest version of Tekno client and install it. The client will download all the files you need for Tekno.
I have uncommented the relevant port lines in the server.cfg as well, and also tried a heap of over rides after the _server.exe in the target (see below).
