Once you know its loose and able to move, put the headlights back in. Adjust the headlight panel so the headlights sit how you want. Then tighten up some of the bolts near the grille so it will hold your setting. Then double check how they're fitting in there for you. Carefully pull the headlights out and tighten up the bolts under the headlights.
